So im in the Waking Ruins on Venus and decides to do a Target patrol mission.
The missions name is "Knock the Hustle" or something and the description is "Take down a Fallen captain responsible for gutting an entire wing of the Ishtar Collective's Academy of Golden Age relics"
Im entering the area "Campus 9" and two Devil shanks approach me, at first i did'nt think much about it but when the "Target" ran out of a building, i immediately noticed the Devil Cloak and armor, It was a Devil Reaver Captain on House Winter teritory and it rekt the shit out of me.
Im lvl 334 and it still took me out so easy, after two attempts i fianally killed him but it got me thinking What in the world is a Devil captain doing on Venus and on Winters soil.
Its not the first time this has happend, in the strike The Devils Lair an interseting Devil Baron named Naksis, Devil Baron wears a Winter outfit and has a shield that causes resistance for anything exept headshots. The Devil captain i fought had the same resistance Shield as Naksis.
So what if Naksis is a negotiator between the two houses, it whould explain why he wears a winter cloak but is a devil baron. And the captain i killed was maybe under a contract too help winters sieze some old golden age relics from the ishtar.
Im just speculating about stuff right now but tell me what you guys think :)
Edit: I did another patrol target misson on venues in waking ruins, this time was it a powerful vandal from the House of Devil along with a Devil dreg, so this can't be an coincident i mean too different patrol missions on the same location and in both you are fighting House of Devil.
The missions name was "Took the handles"

There's also a winter captain in the sepiks prime strike. He's the last guy you kill on the generator.

The mission is to kill a high ranking fallen captain, which is obvious, as well as the other two, the dreg and the vandal. It could maybe be some kind of diplomatic mission for the house of devils to become more friendly with the house of winter. The dreg and vandal could be part of a scouting party, to possibly make sure no vex or guardians interfere.

Those patrols have been in the game since vanilla. Idk why you had so much trouble with the captain, but these patrols, along with some other factors, lead me to believe the Kings control most of the Fallen.

I'm a bit torn, I'd very much like to believe that bungie is hinting at a deeper story with fallen house politics(acts of subterfuge between houses and the like). But because of everything the games done so far I'm more inclined to believe this is just an example of carelessness or laziness on behalf of the team.

This makes me think there will be a update in RoI similar to the April update introducing SIVA tech into Venus. Maybe a new strike, after all Bungie did say they are only one strike in RoI and by the looks of it it seems it takes place in the Plague Lands.

If the siva is being controlled by a warmind or some aught being that could make use of golden age tech, maybe the Devils are looking into unfamiliar territory as a chance to expand the siva plague to multiple warfronts, not just earth. Your observation of a winter captain on earth is keen, since the fallen rallied together during the battle at twilight gap. Could we be seeing a similar mobilization here?

Seems interesting that in the House of Wolves Queens bounties this was one of the areas to defeat one of the named Wolves. He used to have a scorch cannon if I recall. Looks like this guy is different to that.

I mean... there is rivalry between the houses, but the only two that don't really work with any others are Exiles and Kings. Devils being on Venus makes sense, if you think about the fact that despite the rivalry, they're still the same race and people.

The winter kell is actually a devil kell, same decorations on the helmet, but that's what someone told me so I can't be sure , but the devils and winter actually have good connections

To further this, the Archon Servants in the Kaliks Reborn boss battle are part of the House of Kings and I'm pretty sure there is a King banner in the area with the Archon Priest. All the Houses seem to be collaborating, we might have another Twilight Gap on our hands pretty soon. This time with the Wolves actually showing up to the fight.
