So seeing as ROI is on the horizon, I decided to replay a bunch of story missions and strikes from vanilla and HOW, since I'm desperate to learn about the House of Kings and what their goal is. What I found was that the House of Kings is potentially present in more of the game than I realized.
Remember the Shrine of Oryx mission, and the House of Exile trying to invade the Hellmouth? This is the first time we meet a Fallen Baron. I pulled out my ghost to read the explanation of my objective and it says "assassinate Frigoris and weaken the Kings grip on the Moon." This leads me to believe that Frigoris was "exiled," but in fact works for the Kings as some sort of undercover spy, taking orders and leading Exile to do the Kings bidding.
I also believe Aksor, the Archon Priest, is from the House of Kings. I assumed he was a Wolf, but his armour is yellow and white. Then I remembered the Kaliks Reborn boss from PoE 32/34. The Fallen he absorbs for health are Archon Servants, and they are also from the House of Kings. This leads me to believe that the Kings had some behind-the-scenes involvement in the Reef Wars, or a plot to incite rebellion against the queen.
This is further supported by the HOW storyline, where Skolas conquered the House of Winter, and sent the Silent Fang to assassinate the leaders of the Devils, but went about the Kings entirely differently.
All he sent was a small force lead by one of his lieutenants. This Baron is seen negotiating with two Kings Barons. This indicates a diplomatic relationship between the two houses, and the Kings trying to manipulate the other houses to do their dirty work.
This is just speculation, but I think the "Kell" of Kings isn't Fallen, but rather, a Warmind or the nine, but that's just my take on it.
What do you guys think? I think I will receive my Spinfoil hat in the mail soon.

I doubt we will see the Kings in RoI at least not directly, they seem to be saving them for later, but they are very much the puppet masters of the fallen, manipulating other houses to do their bidding and keeping themselves out of the spotlight and their goals a mystery. My guess has been that a warmind is involved with the SIVA threat but I don't think the house of kings is under the control of a warmind.

Even Variks calls them kings, actual kings. I'm assuming this particular house is both for more intelligent and powerful compared to the rest. If Skolas attempted Diplomatic relations with the Kings, compared to simply sending out a kill team, maybe he was afraid of this power? Can't wait to take these guys on in Destiny 2. We better.

You had me up until that last point. I don't think the Kings are following orders from the Nine or a Warmind, however it is plausible, seeing as though the Nine did release Skolas. Also, I didn't know that the objective said that in the Shrine of Oryx mission, I'll have to look at that and see it for myself, but interesting nonetheless. As for the way Skolas went about talking with the King Barons, I do find that interesting. The Kings are known for plotting and scheming behind the scenes, so who knows what they're really doing, maybe they have a role in Rise of Iron and SIVA?

I like the theory, I don't know if Aksor is from the Kings because he is a disciple of Kaliks reborn who's kill cam shows house of Devils but that doesn't really make sense because the Archon servants are house of kings and the other fallen are house of wolves. I feel like maybe they are remnants of a storyline left on the studio floor or perhaps the fallen used to work together more cohesively before the battle of twilight gap and after the wolves "betrayed" the other houses they are more suspicious of each other. I think the house of kings is just staying in the shadows watching how things play out between the guardians and the other houses/hive etc, searching for a weakness in the guardians so they can claim the traveller for themselves. At the moment I think the more pressing issue will be the return of the Devils Kell who is a cyborg infused with siva to keep him alive after the fight with Saint-14.

House Kings secretive, dangerous... Kell hidden. Smarter than other Kells, yes... Very powerful, he may be. Guardians kill many Fallen, but King's Kell still lives... Kill him you must... For House Judgment! For honor!

Also don't forget the conspicuous King Vandal fighting alongside the Wolves after coming out of the Grottos. The Kings are said to be the strongest Fallen house. It was actually the Kings that organized the Fallen alliance that lead to the Twilight Gap. Despite their strength I believe seeing direct action from the Kings is rare so they may be manipulating other houses into doing their work for them. Aksor is kind of an interesting case though. This is from the Grimoire; [quote]A disciple of the Prime Servitor Kaliks, Aksor initiated brutal crusades against human settlements beyond the City and ravaged countless Awoken enclaves throughout the Reef. When the Queen waged her war against the Wolves, Aksor was taken alive and sealed into the infamous Prison of Elders[/quote] That means the Archon Servants in the Reef were likely acolytes of Aksor and continue to serve Kaliks Reborn, the successor to Kaliks, in his absence. However thinking that the Kings' Kell is a Warmind or the Nine is just outlandish.

It's said in the cards that the kings control the house of devils in the shadows. The kings have bases on mars and earth for sure. It's not crazy to believe they have bases throughout the system, all very likely in strategic locations.[spoiler]Much like the kings in the array station, near the warmind core, and the station that overlooks the devil's lair. they have operatives in the exiles, the prison of elders, and almost took control of winter,[/spoiler]This only strengthens my belief that the kell of kings is the true kell of kells.

Also, at the end of the archon priest strike, house of kings banners can be seen hanging about the boss arena, not house of winter. Very interesting indeed.
