Finding or using a flaw in [u]PvE[/u] isn't ban-worthy.
As it stands, there used to be an easier to way to do what he's doing but Bungie plugged that hole a while ago.
If he got in trouble for this, then half of the players would be restricted or "banned" for Chees'ing Crota at the bridge, or Oryx, or Atheon, or Ultra Knight, or any number of places.
Cheesin'g PvE doesn't hurt anyone.
Finding stuff for PvP does hurt people.

Well, it's a strike, so we're talking about shitty blue gear or low light legendary gear. Are you still completing the strike? Okay, so you're still getting chances at strike exclusive gear. So, what's your problem?
