It stuck in 10% the update 1.24
Fix your update, 1.24 it stuck on " preparing to download (10%)
Its been prepared now for more than 5 hours, do something will ya!!!

I tried restoring my licenses. Started in safe mode, rebuilt my database, restored my licenses, turned off my firewall and I get to 3% before PS4 tells me "Cannot download." #failtoupdate

Restore your license, if your on PS4. Worked for me.
