Armor
To best understand the weapons time to kill in destiny you have to first understand armor.
Very Brief Overview of Armor:
Every player starts at about 105 health points and depending on their class and how much they spec for armor their total health will be 186-199. Depending on your class and how much you spec for armor your health will have the following range.
Warlock’s health will range from 186-198,
Titan health will range from 192-199,
Hunter health will range from 186-199
*Stats do not including armor increasing armor i.e. Ram or extra armor when using a certain subclass (I am not sure on the exact amount the armor provides when using a specific subclass still researching).
This is important to keep in mind when looking at the time to kill of guns like Nirwen’s Mercy which will do 192 (32x6) and only kill low armor guardians in two bursts.
Look at these two links for more details.

Please take note time to kill is not everything in Destiny. The weapons have so many variables: such as aim assist, range, stability, magazine size, zoom when aiming etc. that all attribute to weapons effectiveness in the crucible.
Also for a detailed breakdown of weapons see http://db.planetdestiny.com/items/weapons This allows you to search by very important stats such as rate of fire, impact, stability, aim assist etc. by clicking on the particular stat you would like to sort by.
Edit 1: Format
Edit 2: Title
Edit 3: All last word is calculated firing from the hip (the way bungie wants us to fire). And fixed 9. Low impact hand cannons.

All I know is since I started using Monte Carlo in PVP I've never won so much. Don't know where that falls in your info since I didn't see it but it's unstoppable.
