is anyone's rank 25 faction quest stuck at 0% progress?

Is anyone's rank 25 faction quest stuck at 0% progress? I did some strikes and played crucible w spektar infinite mark, tyre 4770 shader, & sigil of the coming war emblem, but it's a solid 0%.
