I started a new titan today and the collector's edition gift items (shader, emote, and exotic class item) were not at the postmaster when I got to the tower. I was able collect them on my warlock a few weeks ago, and also on a new hunter that I also started today. It just doesn't show up for the titan. I know this issue was supposedly address in the last patch, but I've even deleted Destiny and reinstalled it to no avail.
