A noble suggestion, but the only way it would work is if Bungie got on board with it.
Part of the reason this community is so chaotic is because Bungie doesn't communicate with us. They're like a distant uncle, showing up every so often with candy or drugs, but otherwise leaving us mostly in the dark. As a result, we don't really have much guidance in terms of what to discuss, so we just discuss anything, in any matter we please.
There's also the problem that most of us are assholes protected by anonymity, which is impossible to fix without bans. And I wouldn't trust anyone on these forums, elected or otherwise, to be responsible in banning people from posting or commenting.
