So, even if we get the codes early, could we download it still? I mean Bungie stated that its an always online game, so.. with the maintenance in progress, we wouldn't be able to play. It would give just enough time to download it..(for people with lousy internet.)

Hopefully that's how it works! I spent a ton of time in the help forums and people had a ton of issues downloading from PSN. I'm hoping that the same issues won't arise on the Microsoft Servers.
