This is a smart move by Microsoft. The number of people who benefit from this is likely small but their public imagine will be affected positively from approval of the consumers.

I would rather have wanted Xbox Live to still be a requirement, but you get Netflix, NHL Gamecentre, etc for free as apart of the Live fee. Oh well.
