You don't get grouped into a fireteam, you are accepted into one upon encountering them in the Wild.
If you are barred from meeting higher level players outright, a number of the little experiences Bungie has alluded to in the past would never happen for the number of people who die a lot... and yet it is they who need the assistance the most in desperate situations when you can only hope a seasoned sniper team decides to cover for you from afar. Not seeing the more experienced players also eliminates a bit of the wonder in the game because you won't see any of the awesome gear that you will one day find (and fight to carry out of its resting place alive).
Losing loot in a game like this is a big deal enough I feel. It will be sufficient for some rage quits from the worst of people. Imposing a skill segregation on a person who dies that way seems like rubbing salt in a wound and taking away part of the game that Bungie wants you to get to experience for yourself.
