Legendary Engrams from the Cryptarch-- Should he sell what we purchase

Ok, so we all know that when you de-crypt rare and legendary armor engrams, you have a chance of getting back a legendary artifact. That's all fine and dandy and no issues there. But I strongly believe that if you purchase a legendary helmet, gloves, chest, legs engram from ol' Shark-tarch you should at least get the item type that you spent a good bit of legendary marks on. I'm limited in my in-game time, and I pretty much only use my Warlock and Titan to do bounties and rank up factions for Strange Coins. I've also been looking to get them to the 301 and 311 plateaus just to help out with exotic engram opening (so I won't have to transfer all EE)-- until they hit 311, all EE's get passed onto my Hunter for the guaranteed 310 Exotics. But what does this have to do with the Cryptarch's Legendary Engrams...well, if you're still awake thus far, I'll tell you............... I desperately wanted/needed at least a Legendary helmet for my Warlock, so that I could use it for infusing to a higher Light level. I don't get much time to play so I try to save my limited amount of Marks for items I may actually use or want on my Hunter...or for saving for Iron Banner purchases...or for infusing. Well, I decided to break down and spend some Markage on a Legendary Helmet Engram for my Warlock, since I was having a gloriously difficult time getting one to drop across my 3 characters. I was at 78 Marks, I think, and decided that I had waited long enough, so I scrounged up a few unused Legendaries and dismantled them until I barely hit that 100 Mark, mark. I went to ol' Snark-tarch and happily purchased a Legendary Helmet engram and I think he replied "You're lucky to have that, Guardian!" I was like...."Right on, my man! Shiny new Legendary Warlock Helmet, here we go!" Well, his version of luck turned into a Legendary Artifact that was about 30 Light less than what my Warlock had equipped-- 100 Marks and a few Legendary pieces of gear down the tubes. Well....my cranium is rather thick and it often causes me to take part in same-type, boneheaded repeat offenses. So naturally after a couple of days I had my Mark total back up to that 80 something range and I thought-- what the Hel-met, there's no way it will happen again. So, I sold a couple more not-so-Legendary-pieces-of-Legendary gear, got to 100 Marks and hit up ol' Groucho Marks again. After a comment along the likes of "A rare find!"....I was in rare form of a Legendary degree. Yep.....another -25 Light Artifact graced my Warlock's presence. Now I don't usually ever by from the Crap-tarch, and this experience reminded me of why. But I firmly believe that what the Hypocryp-tarch displays should be what you actually get-- at least the type of legendary armor engram he sells, should turn into that type of armor. For 100 Marks, if you buy a Legendary Helmet, you should get a Legendary Helmet. So maybe, just for the Cryp-tart, Bungie could add an Artifact Engram and leave out the random Artifact part coming from his, in-store engrams. Ones we pick up in-game....keep as random. But there should no longer be any False Advertisements, for we Guardians demand and deserve better!
Disclaimer-- Not a rant, as I actually found it quite comical and just felt like sharing my boneheaded/laughable experience with you all, at my own expense (some 200 Marks and about 10 pieces of Legendary Gear).
