I know 25,000 Glimmer is not a lot, but here are some tips to manage your Glimmer. If you hit your cap, spend some on synthesis, upgrades, etc. That way there's a constant flow of Glimmer in your account. Designate a spot in each weapon and gear slot to be dismantled. When you pick up a green or blue item that's already decoded for you, make space by dismantling something you don't need. Axiomatic Beads, Silken Codexes, Network Keys, and House Banners can be exchanged to a Cryptarch for 200 Glimmer. Ascendant and Radiant Materials can be exchanged to the Speaker for 250 Glimmer. If only Energy or only Shards can be exchanged for Glimmer. just exchange it to the other type at the cost of 200 Glimmer, then you can exchange THAT for 250 Glimmer. And my personal favorite: Store all of these materials and Cryptarch stuff in your vault for a rainy day.
