Are (exotic) engrams truly RNG?

I know I'm not the only person who has experienced the pain and woe of receiving duplicates of the same exotics from engrams over and over again. If the system was truly RNG then each exotic chest piece or helmet, etc. that is eligible to come from engrams would have the same % chance of rolling. With the amount of people complaining about duplicates and reading some of the circumstances under which they received them I'm starting to believe there may be other variables in play. The most common condition in which people seem to receive duplicates of exotic items is when they decrypt several of them in rapid succession. Based on this I am curious to know if time is somehow factored in. If there is more to the loot system than RNGsus I really think that the community should have the right to know. What do you guys think? What's your experience with engrams and does it seem random to you?

 • This is a wild theory but I think the items you get from ToC delivered engrams are the same ones in Xur's stock rotation. So if the armory here says an item might be supplied by Xur then you might also get it from a ToC engram. Otherwise it's not available. After that it's just RNG and that means that there's every chance of duplicates.
