Crappy Internet & Ban Hammer

Since the ban hammer has been swung, there are many people who claim that it's due to their crappy Internet. Be it their modem, router, or ISP that causes them lag. My question is this, should people with crappy internet be banned EDIT: "Temporarily Restricted."? And can you think up of a solution for those who legit have bad connections? Maybe a "Lagged Lobby?" I have my own opinion that if the lag gives them an advantage, then they should be banned or restricted. It is common knowledge that a fast and reliable Internet is necessary for games like this- it's also printed on the box. Just want to see where people stand. And keep it civil! People are still people, crappy Internet or not! EDIT 2 Should there be a "sorry you can't play till your internet is better" restriction? Essentially a ban/restriction that you can do something about. I know that Bungie seriously investigates all claims but nothing is 100% fool proof. However, I do believe most bans are legitimate. And thanks all for being civil. EDIT 3 To clarify where I stand (I guess ban isn't the word I would use for it). With how things are currently set up with Bungie and their policy, legitimate lag or manipulated lag, if is to your advantage, it should be "punishable." Ideally, dedicates servers and a game play much like COD where you experience your own lag a lot where it forces and frustrates you to try and fix your connections! Credit to the user below!

 • I believe that the best thing they could do is have active software that monitors every player's connection. If a player's connection is consistently weaker/slower than the rest of the lobby or drops multiple times during the match, they're removed from the match with an error code similar to what we normally see. By doing this, there should be a record of the error on the acct that can be tracked, and it will also prevent players from playing PvP if they're unwilling to take the necessary steps to have the proper network services to play PvP legitimately. Obviously the error codes should be different for those that have bad connections versus those that are forcing lag and this would make it easier to figure out who to ban and who to only restrict. Eventually, those that just have poor internet connections will realize that they'll need to improve their setup to play or will not be able to play. The deliberate offenders will otherwise be dealt with.
