Is crazy cool looking has neat taste text and is, now, pretty good in pvp, but it.... Should've been legendary from the jump, that aside I think you should add an upgrade route for it to become so. Its a ballin gun good all around function until you take it into the endgame, where it becomes a laughable side note. My thought is to add an epic difficulty to the black garden to earn a bounty or something to let you morph it to a legendary weapon. I even have cool ideas for the bounty imo, but this is already becoming a text wall..
