I keep getting the 'upgrade unlocked' notification on gear I've purchased from both the Vanguard and from the Prison of Elders. Nothing major, just kind of annoying to see it pop up with nothing to upgrade.. Thinking it's probably a notification for the 'upgrade defense/attack' perks from previous generations of gear.
