Purchases Did Not Transfer
I preordered Destiny back in 2014, so I received the Blacksmith Shader and the Sparrow S-10V vehicle.
We traded in Destiny around December 2014, but did not delete the game file from the Xbox One. I just recently repurchased Destiny, and everything transferred smoothly. However, I still have my shader and vehicle in my inventory, but I'm unable to use them. It says "Requires Preorder Exclusive."
I don't understand why it didn't transfer my preorder purchase. Is there anyway to fix this?

I misunderstood your question the first time, as you said you "transferred" I thought you meant from 360 -> Xbox One. You will need to restore your licenses: https://www.bungie.net/en/Help/Article/12181
