On ground the locust would overwhelm with numbers and firepower.......air would be dominated by the coveneant....and the locust dont do space battles so coveneant would probably glass the planet.

The Locust aren't that tough. The only reason they managed to cripple the Humans in GoW is because the two superpowers had already beaten each other to their knees. The Covenant wouldn't break a sweat. Hell, the UNSC would trash the Locust. Maybe even the Innies could pull it off.

Theres no competition, the only reason locusts beat down humanity was cus humanity on cera already destroyed themselves basically from war. Covenant would just glass the planet
