Exotic Weapon Bounty Glitch
I have the Vanguard Mentor Missive to turn into Xander, but even though he has a green flag over him, he will not offer the Exotic Weapon Bounty.

I've encountered the same problem three times in the last couple of weeks. It's maddening.
