make strangers rifle legendary?

It would need a bounty or something obtainable to change it to exotic. Or when you get it it's 20 and so you can't use it until you reach 20. When you do you get a pretty sweet pulse rifle as your first exotic. Heck let Xur change it for a few strange coins. Something!
