The factions in the tower should be battling for control of the tower. A way that this could be accomplished is have each faction display the bounties for the day. I am not saying that players can do 18 bounties but they have to decide which faction they will complete the bounty for. When they turn in the bounty the rep points will be for that faction and will add to that factions rep in the tower. At the end of the week which ever faction has the most rep earned through the community will have control for a week. Now there is lots more that can be done with this like making player decide which faction they will fight for at the beginning of the week and they can only switch from that faction and the vangaurd. Have some sort of reward for players that chose to fight for winning side. Also they should have a min amount bounties to complete in a week for the reward, so someone can't just see which factions in the lead and join that one. It would also be cool if each faction has its own weekly strike. Different from the nightfall and each others strike. Same with the daily. Just a thought I was thinking of.
