The weapon has an AI, which is the primary reason behind its exotic ability. This AI thinks for itself and has memory, emotions, a personality, and a voice with which to express itself.
It talks repeatedly throughout its exotic bounty. From very the first step of the Vanguard Mentor Missive, when a hunter claims to have heard a voice coming from a sealed cache, all the way to the last step of the bounty when the gun asks to be allowed to say goodbye to the gunsmith one last time.
The weapon displays feelings and a clear personality (one which your ghost dislikes). It mourns the murder of Pahanin, and demands that you display why you are worthy to wield it. The weapon must be comforted and encouraged throughout the bounty. It grows to become your friend because of that care and through your ability to wield it effectively instead of a rocket launcher. (because it HATES rocket launchers!)
Super Good Advice talks and displays personality throughout the entire bounty. Both the in-game content and the Grimoire describe that the weapon clearly possesses memory, feelings, and a certain sass. The weapon itself is even called "Super Good Advice" and it is described as being full of it. So why doesn't it talk in the game?
Bungie, please make this happen. While Super Good Advice is a decent weapon to use (as it makes efficient use of heavy ammo), it is really because of its AI that it is an exotic weapon. Its background, Grimoire description and exotic bounty all indicate that it is supposed to talk.
However, without its voice, the weapon that we have is only the shell. Where is the rest of the weapon? Where is its voice of the AI?

I am glad to see its return, and its improvement is great. I still wish it talked though. ESPECIALLY with the loss of the Vanguard Mentor Missives. The "Voice in the Wilderness" quest told the story of the weapon's backstory, personality, and was (unfortunately) the only place in which it talked. I had hoped that with the loss of the Missives, and the redesigned status of SGA, that it would finally get its voice. We will just have to keep waiting, hopefully it will come about eventually.

Could be funny if done well but I'd want a shhhh option... especially when trying to sneak up on someone. .. don't need a mouthy gun alerting the enemy.
