Bungie, What about setting up a system to upgrade/craft rare weapons and armor via Xur similar to how we can already build a legendary sparrow from a rare using the engine modules purchased from Xur and then applied to the sparrow. The perks from the rare gear would determine the roll for the legendary upgrade. To make it interesting Xur gear modules would only determine the element of the weapon and only special dropped rare weapons could be upgraded which should fit nicely in the RNG system. The same limit of must be level 20 or higher to use and upgrade or maybe the special rare must also be fully upgraded before upgrade to available. Thanks.
