BEST WAY TO PREPARE FOR HOUSE OF WOLVES
Because of the way the legendary package and engram systems work it doesn't do you much good to store them up pre-dlc release.
The reason for this is that they have essentially pre determined items inside them when they are created.
What you can do however is [b]level up every faction[/b] so that they are only 50 reputation points or so from the next rank. This way when the dlc drops you can turn in saved up bounties and receive [b]freshly generated[/b] legendary packages from every faction. These new packages will give you HoW level loot.
TL,DR: Don't save engrams and packages, get all factions ready to level up.

The engrams are engrams and that is all they are until you cash them in; the RNG system does not take any part in the item when purchasing it. When you choose to cash the engram in, this is when RNG takes effect. RNG will actually be restricted to post-DLC items, just as the current ones cash in for items post The Dork Below value items. The game no longer awards any older items in any part of the game because they no longer exist in the drops/rewards/cryptarch register. When you cash in an engram now and receive a weapon or armour piece, you do not receive a pre TDB item (300 damage weapon or 30/33 light armour piece) you receive what is available in-game now. Cashing in any stored engrams after HoW DLC launches will allow the engram to only include the newer damage/light items. If anyone disagrees, then you might like to know that it worked exactly as I've explained when many of us did the same thing post TDB DLC. Whether you all save your engrams or not, I know that all mine will give me new items (apart from those that turn into shards of course lol)
