I mean the way things look , its safe to say he isn't from my perspective with all the 'coincidences' eg. xur sells HOTPF after he sold chest engrams for the first time in like 18 weeks, universal remote the week the shotgun buffs happened etc. Edit 2: people seem to have different perceptions of RNG, the one I'm on about is completely random, no weighting, all exotics have the exact same chance to appear in his inventory .
