Why did The 4th Horseman's rate of fire get lowered?

The patch notes say: Thunderer perk now has priority on the 4th Horseman tooltip. Can one of the devs please elaborate on what exactly this means and why it was chosen? It's previous rate of fire was really awesome and something that I felt set it apart from Invective and Universal Remote. So that it was not overpowered, personally I thought making the reload speed low by default was a good choice. #openhouse Thanks for your time and for doing this Open House. It's a great thing that I hope continues. And thanks to all the devs for 1.1.1.

    • This doesn't mean anything to you, but we just found out we were mauled by a branch bear... Sage literally just walked into the room to alert us that we have found that the 4th Horseman's files were overwritten during their integration into the patch... What that means to you is that we playtested the proper things, but an issue occurred before the weapon made it out of the building and the stats HAVE been incorrectly modified. We will work on getting the weapon restored to its former glory ASAP. Apologies all around and thank you for drawing our attention to the issue!

        • The Iron Banner rocket launchers I reforged to get tracking don't track very well either. If the target is stationary it's fine but if they move it misses every time.

          • As it is glitched it has felwinters lie impact but no range stability or reload really unless speced for one of them I say make it have hammer forged vs hand loaded so range is like the lie and leave it as is High impact w decent rof for full auto or just quick no pump shots And choose reload range or stability and add something to thunderer Maybe explosive round style effect

          • I haven't even fired my 4th Horseman yet. Does the one pixel of range on the gun mean that I have to be literally inside the belly of my adversary when I fire?
