Howdy Bungie, DeeJ, anyone else reading this,
I will be posting my simple ideas that could help you guys in the long run if you take the time to read. They won't be long but over time i will post more than one.
This idea stems from the promise of Customability. You wanted, per your dev blogs, to allow people the freedom of having their character their own. This attempt has fallen short with the light system forcing people to wear only raid gear to be the maximum level. As expansions come out "Which I believe should be spaced out more to allow people time to get gear and enjoy it before bringing out new stuff" you will be bringing new armor with higher and higher light levels. This makes people who enjoy their older armors angry because they have to rinse and repeat raids to get armors they either do not like or perks they don't want. I for one enjoy my Vault of glass armor (Looking like a Vex robot is sweet). Here is my ideas, I doubt its game breaking.
For armors:
When expansions are released or new gear is made available, ADD "not reset" to the unlock bubbles in the upgrade section. You can scale down the size of the upgrade bubbles easily, so add a section to older armor to upgrade to the light levels and defense levels of the new armor, AND have it require the same materials that the new raid armor needs to upgrade the last three tier bubbles. This will give people that enjoy different armors more customability.
Armor perks:
You really should, make perks more appealing and interchangeable. I know for example that chests usually holds extra ammo perks but you should give them choices, have a chest piece be like the murmur, choosing between arc and solar but let people decide if they wish to have extra sniper and hand cannon ammo, or shotgun and heavy weapons, etc. It will make people want to wear what they want instead of forcing them to wear armor they hate just to get extra rocket ammo, etc.
For Weapons:
As far as I can tell, weapons are probably the most complained about aspect of Destiny. The best way I can convey a good change is to make any future and existing weapons to do the exact same top end damage. All blues do a certain amount, legendaries do more and exotics even more. But don't change it after that. Have the light system dictate the damage output on NPCs so you won't need to worry about raising damage output on your weapons since as your light levels increase the damage of all your weapons increase, and crucible is baseline damage anyways. Then the Iron banner will be more competitive IMO cause only the best equipped will be able to survive and thats what competitive pvp should be about. It just requires some decent tweaking, blues should never outperform legendaries n exotics. The interchangeable perks on weapons works out well too. Exotics only perks should stay on the exotics but addition perk tweaks should be allowed.
Vendor Changes the Perks:
A good way for people to have these perk options is to have them only to be switched out by a Vendor on the Tower, I know that people will complain that they should be able to switch out on the fly but this gives people another reason to stop by the Tower. And the Vendor could use the class items, Plasteel Plating, Sapphire wires, Hardonic Essence to change out armor perks and weapon parts for weapons so they have more usefulness instead of building up to ridiculous levels, i got over 3k plasteel plating atm.
That's all I got for now. It's not a rage post so I doubt people will observe it too much but as long as it's on the forums somewhere I will feel like I'm helping ^_^ Ciao

I like your ideas. simple yet to the point. my only thought would be the way you word all weapons doing the same damage im assuming you mean point damage level eg 323 ect i like the fact different scout rifles do different damage per shot but have different firing rates. Free like.

Your saying you should constantly be given the option to lvl up without doing the raid? Oh what a great and unique thing it's like I never heard this bullshit before makes no sense hey don't do out raid and always be max lvl your ridicilous please remove your head from your ass
