In a recent update, the game was fixed with commendations that have be earned before one can purchase from vendors in the tower. The commendations can only be earned [i][b]once a guardian as ranked at least level 3 or higher, and are earned every 2,500 reputation points[/b][/i] with a given faction. If we only earn these after rank 3, why is it required for us to even level up at all to be able to purchase from certain vendors. For example: one has to be at least Vanguard Rank 2 to purchase from Vanguards Commander Zavala, Ikora Rey, and Cayde-6 located in the Hall of Guardians. The incentive is to reach rank 2 to purchase items from them, and then the next goal is reach Vanguard Rank 3 to purchase from Roni-55-30 in the Tower Hanger. My question to you is: what is the point of having these lower level vendors that require rank 2 and offer lower quality gear if you have to be rank 3 to purchase from them? I could understand the purpose of commendations if one were able to purchase marks or points towards rank with cash, but certainly not just to increase the difficulty or interest in the game.
