You say you think there are to many power weapons, but want to increase the respawn time of special ammo? I do agree that players should spawn with only primary weapon ammo.
Think the supers are fine as they are. If you are doing good they charge up faster. But they never annoy me when I get killed by one.
Exploring the world feels great. Public events could happen a little bit more often.

In my opinion, any weapon that can one shot you is a power weapon. So the special weapons are power weapons. So yes, I want to increase the respawn time of special ammo, that will make it so people will have to use the special weapons more conservatively .

I think most people associate increase with the word quicker and decrease with the word longer. In your first post it does briefly sound like you want more special ammo around more often but that's only because it says "spawn/respawn" making readers think you want to increase the spawns.
