This is totally balanced by the cryptarch rank. Sure you decoded a bunch of stuff at 20 but then it turned out your rank was crap and you got all white items.
Higher rank gives better loot. I have soo many cool things by powering up the cryptarch rank.

Your welcome. Some people have an insane cryptarch rank from farming glimmer and trading with him. In the main game this may be harder to do so get on it and try it out. You won't be sorry
