"Content creation" is something Bungie is passionate about. However, they have yet to finalize what form it will take on in Destiny. Tyson Green has already confirmed that it is on the table for discussion.
It is completely possible that something similar to forge [i]may[/i] show up in Destiny at later a date or in a later installment.

Well at least they are considering it. It would make more sense if they wanted to wait for Destiny 2 to put a world editor in.
