Max. Chapters Able To Join Is 15
Some of the newer members I have talked to think that you can only join one chapter and so they take a lot of time looking for the one they want. I think bungie should post something when you sign up saying you can join up to 15 seperate chapters of the 7th Column so that no one is ever confused about this. I have talked to at least 5 people this week who didn't know they could join 15.

I think all that should be done is a nice news post on the b.net main page about the 7th column, and the post should encourage forum goers to get involved with the community.
