Willy Wonka - The Meaning of the Boat Scene

So, after watching the boat scene as a child, I didn't really think much of it. Shortly after revisiting the movie at an older age, I began to really wonder what the heck it was about. It was a completely happy and bright movie, then all of a sudden, there's this weird and frightening scene in the middle of nowhere. Does anyone know if there's a meaning behind it?
