I have long advocated against the practice of letting everyone/everything into the Tower, but no one listened. Now, I have irrefutable proof of how dangerous this practice really is. While exploring in the Cosmodrome I discovered a secret hidden cave in Skywatch. I went inside and there was a red glowing pile w a blue X. I pressed the X and a disembodied voice say "1 billion lives are not enough for Master Rahoul." I was shocked and horrified upon hearing this. This is obviously a groundbreaking and unprecedented discovery. In case anyone isn't aware, Master Rahoul is front and center in the main part of Tower. Little did we all know that he is apparently a blood thirsty mass murderer. It now seems clear that we are all in mortal danger. I've always thought he has a sinister look about him, but now we all know why. PLEASE stay away from Master Rahoul he is a killer who is just waiting to strike.

I thought it had something to do with the D1 loot cave in Cosmodrome, which was disabled due to people farming for engrams non-stop for free easy loot from repeated enemy spawns. Basically its Bungie trolling the players for finding an easy loot-exploit.

It was because of the loot cave, and when D1 released Rahool had a somewhat difficult bounty to kill a large amount of enemies but the loot cave made it super easy. Plus it’s been in the game since D1.

The ones in the tower you need to watch out for are the NPCs that are solid.
