I remember for most of Destiny 2’s lifespan, loot always worked in the sense that you would get new drops on your first clear of the week, and any subsequent clears before a weekly reset will only pull loot from the pool of what you’ve already obtained.
However with Desert Perpetual I’ve been told that it’s different, to where even if you haven’t gotten something and you’ve already done a run on that character for the week that you can keep running it repeatedly and get new loot. Is this true?
I’m trying to get cusp sempiternal on epic and it has just not been dropping for me whatsoever, so I thought I’d ask for clarification on whether I’m gonna have to switch characters/wait until reset to run it again or not. Thank you!

It's true, you can basically farm everything as long as you want, the weekly limit only applies to the exotic rocket launcher if I'm not mistaken.
