While I’m not 100% sure on this, I believe that before Beyond Light launched I purchased the dlc despite the fact that it was coming to game pass. My Xbox doesn’t show history of this purchase so again I’m not sure but I remember doing so. While it was on the game pass, I purchased the deluxe edition for the bonuses and I am definitely sure I did so, with purchase history of it on my console. However when BL was taken off of game pass I lost access to all content on all of the accounts on my Xbox. I didn’t want to buy it again full price and heard that bungie was looking to fix it but nothing, and now my friend who had the same issue as me has access back but I still do not.

Unfortunately, if that doesn't work, Bungie has no control over the licenses, so you will have to work with the store's support team to have them verify your purchase and restore any licenses as needed.
