They could and would. Just make them not come up. Make the exclusives not accessible on other platforms when the accounts are on a none PS platform. They did it back in D1 when Xbox players got the PS exclusive exotic before it was out for Xbox. They literally just disabled it.

gear could work, but with PC even more players would be upset and complain about it. (rightfully so) quests, strikes, and maps on the other hand wouldn't work because of cross play. If you are in a fireteam of PS, Xbox and PC players you wouldn't be able to start a quest mission. a PS exclusive strike would never come up in rotation nor would a pvp map. If a PS player wanted to do any exclusive content that requires match making they would have to go into their settings and disable cross play (some people don't even know they can do this right now) but then they would have ridiculous queue times probably to the point where they wouldn't even bother with it. in general it would be a major hassle for bungie and the players to have exclusive playable content, that's why i think if anything it would just be exclusive cosmetics.

Won't matter if Sony says to do it anyway. I mean Sony didn't even own Bungie back in D1 and still got exclusives. So Sony owning Bungie makes it even easier for them to do that.

well back in D1 sony made money indirectly from Destiny but now they can make money directly from destiny since they own Bungie so it would be in their best interest to keep all players on any platform as content as possible. if Xbox or PC players buy something from eververse sony gets a cut, if xbox or PC players buy a DLC or expansion sony gets a cut.

yes but Sony would want a bigger cut. They would want to incentivize none PS players to buy a PS and a copy of D2 on PSN. People seem underestimate a big corporations lust for money.
