I have managed to work out an AutoHotKey script for the automatic redemption of Gunsmith materials as an academic exercise. Before using or distributing it, I wanted to come and ask about why something like this is considered a CoC / License violation by this article as it does not appear to violate the D2 TOS. Here I am going through it item by item:
You agree that you will not do, or allow, any of the following: (1) exploit this Program or any of its parts commercially;
This script doesn't do that.
(2) use this Program on more than one computer/console at the same time;
Doesn't do this either.
(3) copy, reproduce, distribute, display or use any part of this Program except as expressly authorized by Bungie herein;
Nope.
(4) copy this Program onto a hard drive or other storage device unless the Program itself makes a copy during installation, or unless you are downloading this Program from an authorized Bungie online reseller;
Again, no.
(5) use the Program in a network, multi-user arrangement, or remote access arrangement, including any online use except as included in the Program functionality;
Not doing this either.
(6) sell, rent, lease, license, distribute, or otherwise transfer this Program or any copies thereof;
Nope, not doing anything with copying the client.
(7) reverse engineer, derive source code, modify, decompile, disassemble, or create derivative works of this Program, in whole or in part, or of any middleware required for use of this Program such as anti-cheat software;
Nope, I'm just imitating mouse movements into pre-defined areas of the screen.
(8) hack or modify the Program, or create, develop, modify, distribute, or use any unauthorized software programs to gain advantage in any online or multiplayer game modes;
If there were any item that might be violated, it's this one; however, I didn't hack or modify the program and the AHK script is only useful for turning in Gunsmith materials. It doesn't interact with other Guardians and only serves as a QOL helper.
(9) receive or provide “boosting services,” to advance progress or achieve results that are not solely based on the account holder’s gameplay,
Nope, didn't do this, don't plan on it.
(10) remove, disable, or circumvent any proprietary notices or labels contained on or within the Program;
Again, no.
(11) export or re-export this Program in violation of any applicable laws or regulations of the United States government.
Definitely not.
In the help article I linked above, the specific text in question is:
Using an external program or device to automate gameplay or circumvent idle detection.
Is turning in gunsmith mats considered "gameplay?"
I look forward to a response.

1 ReplyFrom this Bungie comment on these very forums:
Automating trivial tasks (especially for accessibility reasons) is allowed. Players will only punished for automation when it circumvents challenges all players face during gameplay (auto-aim, trigger-bot, etc)
Source: https://www.bungie.net/en/Forums/Post/255149330?sort=0&page=0&path=1
