Replacement access code
I have bought a copy of destiny the collection from a second hand store and the code that turns it from a copy of destiny in to the full collection is there any way to get the code refreshed

No. Used copies will pretty much (near 100%) always have the dlc codes already used, no matter what game you buy. Bungie has nothing to do with code distribution, but even if they did, they would not give you one. If you want The Collection, you need to buy a new copy.
