This is just a notice to get something looked at. I'm an active #help forum member, and since Destiny 2 started, one thread has been popping up every now and then, and because it's a fringe thread, it may not be getting the notice it might deserve.
I've personally noticed 5 or 6 different threads since D2 dropped of people that had gained things and wanted to recreate their character, so they dropped their stuff into the vault, created the new character, and then when they went to retrieve the items, they were gone. In a recent post, someone recreated a character after getting exotics and the post stated the exotic wasn't available in their collection.
Yes, these people may have bad memories or be trying to get freebies, or they may not. The may not part is why I feel this might need to be investigated.
I vaguely remember an issue in Destiny with deleting a character and it losing some of the information that was supposed to be tied to the account and not just to the characters. I can't remember if it was an issue where it was the kiosk or just some of the achievements for the books, but I do remember that it was something. And based on that, this issue that appears every so often might need looked into.
Because it appears very rarely, it may not easily be noticed by the team that checks on such things, thus my post. If an investigation confirms the issue, then it can be fixed and hopefully avoid such issues in the future. If an investigation reveals it's a non-issue, then we can better answer these people saying it's been investigated and they just have a bad memory on what they had before deleting the character.

Hello, Thank you for your report. At this time, we are unable to confirm any specific items that are missing from Collections when proceeding through the character deletion process. We will continue to investigate player reports as they appear, but there is no evidence at this time that players are losing access to items.
