Bungie has said they have not implemented this into Destiny 2, but Activision is Bungie's parent at the moment.
Tl;Dr Activision Files a patent (and now owns it) to encourage microtransactions by fixing online matchmaking. If you make a purchase for a microtransaction, you will be paired with a higher skilled group.
