I see a lot of people talking about weapon drops and how it is frustrating to see the same weapon over and over again since weapon rolls are now static. Many people are of the opinion that there is nothing left play for after getting your weekly milestones and I tend to agree. One of things that kept me playing Destiny after the story was completed was the chance to find that one weapon with the right perks for my play-style. Here's an idea to add an endgame chase for the so-called god-roll weapons that anyone can accomplish.
A little lore flavor....
"The Gunsmith has heard your cries, Guardians! Time has given us the chance to rebuild some of what we lost, to that end, now Gunsmith is happy to announce that Re-fusion is now available! After studying these weapons over and over again, the Gunsmith is now confident he can provide us new weapon perk customization options."
Give the gunsmith 5 copies of a weapon, with the first one being the 'base' model (for mod purposes) that the new weapon is built upon. Using legendary shards as currency, you can 'buy' new perks for your weapon. I'd tend to think the frame type would be permanent. Using a sliding scale of shards, 25 shards for scope column, 50 shards for the mag/ammo column, and finally 100 shards for the last column. I don't know how Bungie classifies weapon perks now, but some sort of categorization would need to take place to keep the available perks limited to the intended scope of each weapon column. And you'd have to 'buy' each column to move onto the next one, so you'd be looking at a total of a 175 shards per weapon if you wanted to change all three columns. I don't think that number is too high considering that stuff is static and getting another drop really just amounts to shards anyway.
Before you say that would toss the balance they've created for PvP out the window, I thought one way to handle that would be when you submit a weapon to the Gunsmith for re-fusion, you also select a default PvP loadout of the static perks on the weapon and when you enter a PvP situation, that loadout is used by your character in the PvP sandbox. This creates a separation that allows Bungie to continue tuning the competitive aspect of the game as they see fit, but also allowing the PvE focused an avenue for continued enjoyment of the game.
I'm sure there would be concerns with PvE balance, and rightly so. But if the intent is to make a game that people want to keep playing, and you want people to see more of it, then giving the players a method to customize their weapons is one way that might be accomplished.
