Here's my realistic concepts & mock-ups of Mods if they decided to expand on it.
These mods would improve:
The end-game replayability and give reasons to grind out activities each week.
Zavala's Mods would involve only Strikes, Shaxx's Mods would only involve the Crucible, and Banshee's Mods would involve using weapons in activities.
These Quests would be like the challenges you do on a destination, but require much more work and time to earn.
Not only that, you would be able to do weekly quests to get the mods for your character.
Mods would rotate every weekly reset and this would be per character. So in total, you would have 27 chances to get mods each week.
THE BIGGEST CHANGE: Mods will now be stored on the specific weapon/armor and you can switch through any mods you have installed on that weapon/armor for free.
Destroying that weapon/armor piece will not give you back mods, promotes keeping the gear you personally like.
Here's me acknowledging the elephant in the room: Yes, these are all perks from Destiny 1. You might be asking, why did I pick these?
They were the easiest perks to find
They would work completely fine in Destiny 2
They would be a good first step before experimenting
Nothing is wrong with these perks, and no one complained about these perks in Destiny 1

Send It would break Handcannons in a second. But Field Scout would help with the bad ammo economy. Hand laid-Stock would also break Autorifles. •j.'
