Right now, it is possible to join the same clan twice. Once through xbox and once through battle.net. When I did so, it created two different users, which isn't what I was expecting. I would suggest that the site should be smart enough to know that I am the same user, and maybe show the xbox tag next to the bnet tag. This would indicate that I have connected both my xbox profile and my bnet profile to other clan members. Just a thought.

With this, it's possible for one Bungie account to eat up three of the 100 clan spots. I understand why they are different items currently (somewhat), since we're not guaranteed to have the same username on each service, however; I fully agree that it should be one item with the Bungie account being the unifying object, and the PC/Xbox/PS4 accounts playing a child linked role. As it is currently, if I had a group of friends that wanted to play on multiple platforms, and want to carry my clan's banner, we are theoretically limited to 33-50 members.
