Bungie, where are the SPECIAL legacy engram?
I am waiting for the week when Xur is going to sell SPECIAL legacy emgram. I have been waiting for now more than 9 Weeks. Really? That's not cool! Last time that he was selling them, it was from the 13 to 15 January. 11 week ago I think. I think the time as come. Since that, we have seen 3 time the helmet emgram, twice the boots, the heavy and the chest. There's is even more. Good thing that i haven't been waiting for primary engram. Last time he sold them it was 18 weeks ago.

Those Rear 1 raids have set loot tables, those loot tables are Year 1 for the original and heroic versions, and certain chests and bosses in both of those raids give a chance of an exotic weapon, and that weapon may be a secondary. This is currently how you can still get the Y1 Icebreaker (also the Y1 Gjallarhorn). Even when the new update comes out that adds the 390 version, the originals will still be there and will still be set for the Y1 loot tables. These things can be done once a week, and if you want to do it on all three characters, that's 3 chances a week to get the things you're after. The only things that now completely require Xur's legacy engrams are the ones that were questline-related in Y1; namely the Thorn, Invective, Super Good Advice, Fate of All Fools, Pocket Infinity, and Bad Juju. Are you after Invective or Pocket Infinity? If not, then head to the raids mentioned above and go for it; you could have been doing it all along. If you're after one of those two, then good luck with RNG.
