It's pretty annoying that they still haven't fixed it yet. I'm still working on these for some of my characters and I know it's just a cool cosmetic thing, but seriously the main reason to get this is because it's a cool cosmetic thing. And the PVP part of the quest can stretch way longer than the PVE part of it. If anyone wanted proof Bungie only cares about PVP, the PVP requirement of this quest line proves that.
