Exotic Class Item Spawn Animation Not Working?

I Have Been Playing PvP Lately And Noticed That The Effect On Respawn Has Been The Normal Effect And Not The Faction Effect. I Know It Was Working Before ROI But I Can't Recall When It Stopped Working. Is Anyone Else Having This Issue?
