Ornament drop rate bugged?

I have opened around £28 worth of festival of the lost treasures but none of the new ornaments have dropped. Is the drop rate glitches or just super low and if it is bugged will those who bought treasures being compensated?

10mm Socket (Timelost)

I payed 40 USD and got both of the ornaments in the last 2 boxes it's just very low
