So yeah i found this out the hard way but if you have the blue flame mask from last year in your inventory and your trying to to get the new one you will never get it. The problem is that if you have the one from last year on your character it will conflict with the new mask and it will act as if you already had it so it will just get deleted, if you delete the one from last year in you inventory then the new one will show up in that characters post box. My issue with this glitch is that you never get a notification so the only way check is to go to the Holiday Kiosk or if your a dumb-ass like me you will keep dumping money in to packages not knowing you already had one...
